I have no doubt we will possess the technology to achieve this feat by 2030. And I will never underestimate humankinds ability to do something just "Because we can", no other reason necessary.
This seem very unlikely - we have mapped all the contenders for deepest ocean points, and there's such a small chance someone decides to mine (with a person) at the bottom of the challenger deep.
