Resolution Criteria
This market resolves to YES if Vietnamese Communist Party General Secretary To Lam makes al visit to the United States before July 1, 2025. It resolves to NO if he does not visit the US before this date.
Background
To Lam became General Secretary of the Communist Party of Vietnam in March 2024. He previously visited the United States in September 2024 to attend the 79th session of the UN General Assembly in New York, where he also delivered a policy speech at Columbia University.
In April 2025, To Lam had a phone conversation with President Donald Trump, indicating ongoing diplomatic engagement between Vietnam and the United States.
In a letter dated to April 5, To Lam asked Mr. Trump to meet him in person in Washington at the end of May “to jointly come to an agreement on this important matter, for the benefit of both our peoples and to contribute to peace, stability and development in the region and the world.”

Considerations
Attendance at UN meetings or other international forums that happen to be located in the US would count as a visit to the US.
The visit must be officially acknowledged by either the Vietnamese or US government to count for resolution purposes.
