The current target for decarbonisation in the US is to reduce emissions to 50~52% of 2005 levels by 2030:

This will resolve YES if levels are deemed to be at or below 50% of 2005 levels according to US department of state figures published within that year. In the event of restructuring of departments etc then equivalent figures from an equivalent department will be sufficient. Otherwise resolves no.
