Edit: Completion means continous connection with other HSR segments, not a transfer to a local route. If no HSR segments are completed by 2050 will resolve as NO. Completion to any station in San Francisco qualifies.

What's the definition here? This will be shared with the existing Caltrain infrastructure, so there's a lot of possible degrees of completion of this.
