Weird how all these former French colonies have such problems. I'd expand on this point, but don't want to get in trouble for being too "expressive". Meanwhile, the other half of Hispañola is doing great, with the World Bank noting "The Dominican Republic has been one of the fastest growing economies in Latin America and the Caribbean in the last decade". But in conclusion, I don't see anyone messing around with in Haiti; we should just sit back and note that culture is often decisive in determining national outcomes.

 earlier this year I watched the somewhat unconventional film "Bamako" about Mali (one review is below) and part of the problem is the scapegoating of the World Bank and IMF as if countries are forced to run massive fiscal deficits and cede part of their sovereignty to these organizations. But the root cause is bad institutions and corruption, and those factors are influenced by both the precolonial culture+ the influence of the colonizing country. Culture has the turn radius of a hot air balloon, so given those difficulties, it makes sense that people pick more proximal (though incorrect) targets for their ire. It's just unlucky that not all countries in the global south were colonized by Great Britain.
