@JuJumper Aha, so it's less that he's required to hand it off, and more that the power scramble afterwards does not get too violent.

(Might be good to operationalize "peaceful"; I'd be mildly surprised if no-one would die or get imprisoned or exiled, and also fairly surprised if it got to publicly-declared clashes.)
