Resolves YES or NO after California election results are announced, based on the outcome of the ballot initiative.

The initiative creates a new class of "treatment-mandated felonies" for repeat possession of fentanyl, heroin, cocaine, or methamphetamine; increases sentences for certain drug crimes; and allows repeat petty-theft offenders to be charged as felons.

The initiative is supported by both the Republican Party of California and by the mayors of San Jose and San Francisco.
