There is speculation that the Trump administration intends to impose secondary sanctions or tariffs on Russia -- that is, automatic sanctions on any country whose government does not itself sanction Russia (specifically, tariffs on countries that purchase Russian oil).

This question resolves YES if such sanctions or tariffs are imposed and take effect, either by an act of Congress or an executive order, for any amount of time at all (even if, for instance, a court enjoins them a day later).

At the end of the resolution period (December 31) it resolves YES if sanctions or tariffs have been announced in an apparently legal manner with a concrete date of application, or NO otherwise.
