Resolves YES when construction begins on a housing project intended for Israeli citizens within the Gaza strip.

The construction must be either explicitly endorsed by the Israeli government or be allowed to continue for 30 days despite it's illegality.

Any construction not intended for civilian use will not count.

I'm assuming (based on the resolution criteria) that the US doing this on Israel's behalf would count, so long as it's endorsed by the Israeli government.
